Abstract

The article outlines the conditions for a successful reform of education (scientific substantiation, diagnosis of the state of education, elaboration of proposals and scenarios of educational changes). It is emphasized on the importance of providing in Ukraine with public authorities control over the activities of authors-reformers (Ministry of Education) and implementers-reformers (oblast, city and district departments of education, individual schools). The important approaches to the strategy of implementation of educational reform are highlighted.
