Abstract

In the theses it is noted that the problem of theoretical substantiation of the system of public and social administration general average education becomes of special urgency, especially need to outline the trends of its development, the definition of principles and functions, factors of formation of the phenomenon under study. Also notes that the effective modern direction of the formation of the social component in the management of secondary education is the implementation of the concept of public-active schools - educational institutions, in which considerable attention is paid to: establishing partnerships between the school and all resources that exist in society; development of educational, social, and health services in such schools; support of youth movements; involvement of parents in the teaching and upbringing process; implementation of educational programs for the adult population, strengthening of the family and relations between the community's residents.
