Abstract

The thesis says that the management of the secondary education system should be based on the methodologies of system analysis, system dynamics and soft systems; the theory of active systems (TAS) and the theory of managing the development of educational institutions as socially active systems and the like. Also, the world tendencies of sustainable democratic development of capitalist countries must be taken into account and new, open and democratic models of management in secondary education should be introduced.
