Abstract
The author of the article investigates the scientific category «qualification», in particular the teacher of the vocational and technical educational institution, its connection with the concepts of «competence», «certification», «certification». Modern understanding of qualifications as an implementation of a certain quality goes beyond the scope of professional activity and is not limited its professional features. The frameworks, as a certain scaling of qualifications, provides their measurability in principle. For ensure this process, qualifications are described in terms of learning outcomes, the latter, in turn, are expressed through the competence, implementation capacity of a teacher from vocational education institution to ensure the qualitative training of skilled workers. The term «qualification» covers a wide variety of results of formal, informal, informal as learning both in the educational system and outside it. Qualifications are divided into academic, provided on the basis of educational standards and professional which basis on professional standards are produced in the field of labor. The author for the first time analyzed the definition of the phenomenon of the concept «qualification» in a number of laws, regulations, scientific works of various branches of knowledge. Based on the generalization of the signs, the following characteristics are identified as a set of knowledge, skills and professional skills, a standardized set of competences acquired by a person; degree of fitness, preparedness, implementation of a certain quality of activity; measurement, evaluation, evaluation result and recognition; degree, rank, diploma, certificate. In the article, for the first time, it has been determined that qualifications are described by competencies, may be different levels, should be measured, evaluated and recognized. In conclusions of the study indicate that the qualification requirements for teachers do not fully describe competences that a current teacher of the VETT must possess. Establishing qualification categories and teachers` certification require further research.
