Abstract
The author presents five periods covering the time period of two and a half thousand years. This is the path from hate and aggression towards acceptance, partnership and integration of persons with mental and physical disabilities. Genesis, definitions of concepts and terminology, basic principles of inclusive education were revealed as a model of social organization. In defining the term of «inclusive education» the main international instruments which contain such a defenition were analized (UN Standard Rules on the Equalisation of Opportunities for Persons with Disabilities, Declaration of the Rights of the Child UN, Salamanca Statement and Framework for Action on Special Needs Education, International Consultation on Early Childhood Education and Special Educational Needs). Ukrainian educational legislation and current regulations in the field of inclusive education presented by the author show that the trends of the present stage of national education system’s development, are possible only in continuous improvement of general and special educational systems and the elimination of borders between them, which still exist today.
