Abstract
The theses state that the public should be regarded as an equal partner and active subject of social transformations in the sphere of education and in the country as a whole. It is noted that public administration in most practices is formal, and student self-government is underestimated and too manageable by teaching. Also, brief statements and arguments on the need for a transition to public-government management are given.
