Abstract
The article analyzes the criteria of the responsibility of the state for the well-being of families by two main models of family policy: explicit, implicit. The models of family policy in different countries are defined according to the models of the state system and the amount of financial assistance to the family: liberal, conservative, social democratic with increased responsibility of the family. The legislative framework in the field of family policy is outlined and the issues of implementation of the National Strategy on Human Rights and the Concept of State Family Policy in Ukraine are outlined.
