Abstract

The article deals with the problem of the essence and content of the civil competence of the future pedagogue in conditions of the preparation of youth for life and work according to the principles of democracy. The author indicates the relationship between the willingness of citizens to the governance of country and the stability of its development. The article deals with the training the young people for life and work in the democratic society during the various stages of its development. The author consideres the results of the training of future pedagogues in the pedagogical high school on the basis of the competence approach as a key methodological tool of the implementation the goals of the Bologna process. The author analyzes the glossary of UNESCO, the expert opinions of the Council of Europe, the Law of Ukraine "About Higher Education" and the National Education, the definitions of the concept "a competence" in the Higher Education glossary. The author presents the division of competences into the general and professional (the subject-specific) and the results of the Lisbon Conference, where the list of key (general) and individual competencies was defined. The article singles out the achievements of the Ukrainian scientists regarding (the general) and professional competencies. Based on the analysis of professional literature, the concept "the civil competence of the future pedagogue" is defined. The author consideres the achievements of the modern researchers concerning the abilities, those provide the civic competence. The content of the civic education that ensures the formation of civil competence of the individual is analyzed. The article investigates the content of civic competency of pupils in the secondary school, which includes the specialized knowledge, skills, the ways of thinking and behavior. Its comparative analysis is carried out on the basis of cognitive, activity and evaluation-behavioral criteria. The author determines the content of civil competence of the students of higher pedagogical educational institution.
