Abstract
At this stage the priority is in finding the most suitable scientific models of public education management and mechanisms for the implementation in practice. The author believes that the study of this issue historically will allow rational use of gains, avoiding in modern practice management education, including secondary, the problems that arose during the implementation of state and public administration over the past historicl periods of development. Purpose. The essence of the characteristic features of the historical stages of development of public administration and public secondary education, especially in transformational processes and legislative and legal framework is analysed. Methods. The analysis – to determine the objectives, the relevance of the article; comparative analysis – to systematize the characteristic features of the development features of state and public administration in a secondary education; retrospective analysis – to compare scientific views in pedagogy for certain aspects of public education management and its transformation processes during different historical periods; scientific papers in the field of public administration and public secondary education and legislative and regulatory acts to conceptualize the problem of research and practical application. Results. The analyses of scientific studies of modern scholars who conducted study of state and public administration and study its formation periods historically were analysed. Presented periods can serve as a historical and pedagogical basis for further research component in the management of public secondary education. Originality. Innovative practices in state and public administration: presentation of innovative ideas, models, technologies, methods and forms of work experience with the transformation of educational institutions active in public schools, state and public administration in the social and public administration schools of education. Conclusion. Laws of Ukraine «On Education», «On general secondary education» must complement the current provisions on public education management. In the transition from state control to the public and the state should establish a common system of training of managers of new state and public structures for social and public administration using innovative technologies, experience of community schools that are most training to cooperate and manage with representatives of local communities, implementation of new management functions at public and state basis.
