Abstract
The methodical recommendations have been developed for the purpose of reforming and modernizing economic relations in the system of higher education of Ukraine on the basis of conceptual foundations the international standard of the System of National Accounts (SNA 2008) and the European System National and Regional Accounts (ESA 2010) and other international standards that meet the principles of a market economy. A set of indicators of a consistent and interrelated description of the most important processes and the phenomena of the economy (production, income, consumption, accumulation of capital and finance, reflected in the SNA 2008 and ESA 2010), gave grounds for the formulation of scientific and theoretical Definition bases that are expressed in formulas, theories, hypotheses and terms. The methodical recommendations take into account the peculiarities of the national economy and economic ones the activity of domestic higher educational institutions (HEIs), which direct their autonomy, development in line with the European Higher Education Area (EHEA) and global educational space. Information base of these Methodical recommendations is informational and advisory character and can be used in practical work of state institutions, enterprises, organizations, scientific institutions, higher educational establishments as well as specialists who interest in the development of Ukraine.
