Abstract
The manual outlines the theoretical and practical bases of mechanisms of general secondary education (hereinafter GSE) of Ukraine management as socioeconomic organization. Possibilities of soft system methodology use for analysis of GSE as an object of state administration are lighted on. A new approach to understanding the mechanisms of GSE management as interdependent and regulated interaction (strategy game) between the centre and subject to management are justified. The study of economic relations and economic mechanisms of GSE management for provision its development in a market economy, social change and modernization of public administration is in the focus. Structural model of economic mechanism of formation as a set of mechanisms: resource allocation; organizational and territorial organization of GSE; financing; operative management; legal support is designed. Structural and logical model of financial autonomy of schools is proved. The description of introducing new economic mechanisms of education management in post-Soviet countries, including regulatory per capita financing and educational voucher, will provide constructs for scheming and use of appropriate mechanisms in Ukraine. The manual is target-oriented at academic specialists, government officials, experts and educational policy designers, school leaders and educators, all those who is concerned about the development of Ukrainian education.
