Abstract

Training of research and research pedagogical staff in 1930-1039 was carried out during the most dramatic events in the history of Ukrainian science and education development. It was characterized by the occurrence of discrepant trends and contradictions. In Ukraine on the one hand strengthening the national economy by means of realizing the industrialization, collectivization, cultural revolution and forming a new community – the “Soviet people”, which was accompanied by deformation in all spheres of social life as a result of Stalin’s command and authoritarian system of social processes management. From the other hand – the terror against Ukrainian scientific intelligentsia, ideological pressure on scientific community, curtailing the Ukrainization policy and fight against “nationalism”, mass repression and physical annihilation of more than 80 percent of creative scientific intelligentsia. That is why one of the priorities, systematically emphasized on Party’s congresses and plenums, was the staff selection and filling the vacuum of researches, especially postgraduate students, in higher education and research institutions. It is grounded in the paper that to meet this goal the Soviets: adopted the regulatory legal acts, main provisions of which retain relevance even today; systematized the requirements and procedure for admission to postgraduate study, postgraduates training, their rights and duties, proclaimed the improvement of postgraduates’ material welfare and living conditions; introduced the centralized approach to scientific degrees award and academic ranks conferring; established the recruitment on the basis of party and class principle, which led to firming a new generation of scientists-marxists and accretion of scientific, party and state staff in the new party and soviet nomenclature.
