Abstract

The basic concepts, terminology and principles of the cloud-based university environment formation are defined; the role of international organizations in the development of facilities and services of open scientific and educational environment is revealed; the peculiarities of creation of information analytical tools of supporting scientific and educational activities are described, including the cloud-based services of scientific and educational information networks, open journal systems, digital libraries, scientific metric services and databases, and others.
