Abstract
The relevance of adult education due to new requirements for education in the context of intense social and economic transformation and democratization of European society. The growing gap between the skills needs of the market and individual actualizes the question of granting each citizen the opportunity of continuous extension of knowledge and skills. In XX century, mankind has realized that the school (and even university) education is not enough to solve new problems, for example, such as negative demographic process, exhaustion of resources, social and national conflicts, ecological crisis, nuclear safety and perhaps the greatest including problems caused by the crisis of competence RIGHTS.
