Abstract

Active use of the Internet as an information source and popularity of electronic resources led to a large number of software (software) to create and distribute electronic collections, including digital libraries. Thus one of the major problems is the correct choice of software that would satisfy the requirements of most users. Software manufacturers offer a large number of tools aimed at optimizing and improvement of digital libraries. The study of the European experience should contribute to the creation of modern national digital libraries. In Yevropiisnuye large number of projects, both national and international, undertaken under the auspices of the Council of Europe.
