Abstract
The article is devoted to research of German experience peculiarities of general secondary education quality management effective strategies using. The features of general secondary education quality management in Germany, that take place on four levels: at the level of federation, at the level of land, at the level of schools and at the level of student's representative office are exposed by the article author. It is found out, that democratic transformations to the school system during a few decades assisted a transition process from the model of authoritarian school to democratic, to the relations of partnership, collaboration and, finally, self-government during organization of inner school management.
