Abstract
The article analyzes socio-economic, political, ideological, and pedagogical conditions of state labor reserves reorganization to a system of vocational education in the late 50-s of XX century. The essence of state labor reserves as a specific, maximally centralized, ideologically aimed, self-contained, and built on mobilization principle of students’ admission system as regards training the half-military type labor having strictly regulated organizing structure, inward organization, and direct production functions; the system that at a certain stage of historical development met requirements of the time manufacturing is defined. The author reveals main indicators of labor reserves being an educational-and-pedagogical system with production functions characterized by minimizing the types of educational institutions, narrow range of training lines, unification of content, training forms and methods, use of authoritarian educational means, extreme management centralization and regulation together with administrative command methods, full logistical and methodological state support. The very nature of factors which caused definite hindering for society’s efficient power is analyzed. Trends, character, and rate of changes determined by objectives as to further advance of Ukraine’s economy and pedagogy depending on creation of a new own labor potential’s vocational training system and a new system introduction, specifically vocational education are revealed. Ten main factors that stipulated the need of establishing quantitative and qualitative alterations in the system of skilled workers training in the Soviet Union and Ukraine in the middle of the last century are proved. Vocational education is defined as a more progressive system of skilled workers training compared to the previous educational-and-production system. It is shown that its creation was determined by extensive type of the former Soviet Union’s economic development, low rate of work’s productivity in the state’s national economic complex whose relatively stable operation depended on producing the majority of workers of different qualifications.
