Abstract
The article analyzes the concept of "open access". The effectiveness of the publication of scientific articles in the professional journals that support the policy of open access has been justified. The concept of the open access electronic journal systems, including the benefits of using the publishing platform Open Journal Systems (OJS) for individual subjects of the scientific informational exchange process (authors, readers, publishers, libraries, scientific organizations and communities) and informatization of education in general. The social and psychological aspects of transferring professional edition to the OJS platform and the features of scientists' adaptation to innovativeness are investigated. The practical recommendations for the outreach and identified areas which should include the application of such activities (workshops, round tables, visual and group interviews, individual counseling) are given.
