Abstract

The article defines the problems in functioning of the system of special institutions for children with a special education needs and the disadvantages of their real mechanisms of public administration. It analyzes and substantiations the presence of unequal opportunities for these groups of children in choosing the various kinds of education and educational services, lack of specialized institutions which performing functions of socialization of children with special education needs. The article proves the necessity of implementing of changes in the ways, forms and means of realization of public administration in special institutions for children with special education needs. It is also substations the ways of improvement of political, legal, structural and organizational, socio-economic and motivational mechanisms of public administration in special institutions for children with special education needs.
