Abstract
Theoretical issues of organizational culture are represented in the article and the organizational culture is envisaged like an integral component of the public culture where the level of this culture is the defined factor of development for culture of any kind. The important branch here is the pedagogical system which provides interrelation of a person and the society. From this point of view, the role of youth professional training is studied. Thus, its functions like a constituent of the public culture are being seen in this mission. The most important ones are: valuable, informational, cognitive, legal, signal. The first place in the hierarchy of culture's functions belongs to the valuable one. The data of investigation on the basis of a VET school are analyzed. Among the members of the VET school's team the pedagogical aspect of value system is emphasized. The structure is oversighted and the indicators for organizational culture assessment of VET schools are offered. The important role of a manager of a training institution for creation and development of organizational culture is emphasized. The importance of implementation of cultural way in a VET school is pointed out that will encourage the process of team organizational culture improvement. It is summed up that the organizational culture should be envisaged like the entire phenomena: like the ideology of management where the system of thoughts, ideas, values, joint with management of an institution, its development strategy, ways and methods of reaching goals, with the business ethics is meant (that is with moral principles, norms, rules of an institution).
