Abstract

Abstracts reveal some of the concept of management of vocational education as an open system that can support the development of civil society. Vocational education needs serious and interested participation of the society in its functioning and development. Profound qualitative changes in the education system can not be done only at the level of individual schools. They may be subject to systematic efforts of the entire system at all levels (national, regional, local, local) with wide public participation.
