Abstract
The consolidation is a central factor in the effectiveness of any social action that requires collective mind or collective inspiration, not to mention the political goals set by whose achievement is impossible without a union. For society as a social system characteristic consolidation processes is the most important indicator of the aggregate of its high social quality and maturity. The consolidation, in language of policy, is the search for ideas, harmony, machinery, healthy trends that unite people in mass behavior and public opinion.
