Abstract
The article defines vocational education development as a process of use of internal and external, real and potential opportunities to achieve qualitatively new progressive educational outcomes, new qualities of vocational training, which contribute to the fulfillment of its mission and are characterized by positive dynamics. Attention is drawn to the fact that education management methodology that is enriched as a result of in-depth learning of management processes and relationships is in constant development. The efficiency and quality of VET vocational education development management are determined first of all by validity of methodological approaches. Socio-economic processes and a variety of connections and relationships in the system of not just their single but a whole study involving many fields of knowledge. These processes, connections and relationships are subject to different laws and cannot be ascertained with help of only one approach. Therefore, while studying the problems of VET development management researchers use a wide range of methodological approaches. The author identifies, describes and clarifies the importance of methodological approaches to the vocational education development management in market economy conditions (systemic, comprehensive, functional, structural, integrative, strategic, marketing, information, qualimetric, behavioral, adaptive, cultural and research ones), which give an opportunity to highlight not fictional or imaginary but the real problems thus establishing a strategy and principle methods for their solution, enables a holistic and dialectical unity analysis concerning the totality of the most significant problems of VET development management in market economy conditions and establishing of their hierarchy. They also allow predicting the validity of the objective knowledge and moving away from management paradigms that prevailed earlier.
