The paper examines the vision of competence-based learning in the EU on the example of the Strategic framework for European cooperation in education and training towards the European Education Area and beyond (2021-2030). The Programme defines the promotion of citizens’ acquisition of key competencies, which are a prerequisite for a successful life, full employment and active citizenship, as a cross-cutting focus. The author emphasized that Ukraine’s European integration in the area of education and training involves the convergence of national policies to achieve the goals set out in the said Strategic framework. It is concluded that further transformation of Ukraine’s education to a competency-based approach requires the development of a comprehensive strategy for synchronizing competency-based theory and practice with EU benchmarks.
