Abstract
The strategy for the development of library affairs for the period until 2025 "Qualitative changes in libraries to ensure the sustainable development of Ukraine" (Cabinet of Ministers of Ukraine, 2016) defines the priority areas and the strategy for the implementation of the state policy of digitization of libraries, in particular in terms of the formation of an electronic library and information space, the creation of a full-fledged electronic library catalog, etc. The introduction of information and communication technologies (hereinafter - ICT) made it possible to create a virtual information space of library institutions, designed to meet the information needs of users. The components of such a virtual space are virtual offices, services and services: portals, sites, electronic catalogs, online help services, blogs, pages of user groups in popular social networks, etc. It is noted that compared to traditional libraries, electronic libraries have a number of advantages: providing more opportunities for information search and processing; ensuring wide access of users to their funds by presenting them in a computer network; ensuring the availability of information around the clock and everywhere; presentation of information materials in various formats (text, picture, diagram, audio, video), etc. As a result of the introduction of the latest ICT in the activities of libraries, virtual libraries have emerged - distributed in the space of telecommunications networks for public use, focused on the exchange of information between libraries. The virtual library environment is formed from a number of libraries, geographically distant from each other, which perform the functions of integrated communication and obtaining information about library resources. Publications are presented that highlight the general issues of the digital transformation of libraries: current digital projects, features of innovative activities of libraries in the conditions of a digital society, the concept and components of the library model of the next generation - Libraries 4.0. The Ukrainian experience of educational libraries regarding the formation of an electronic library and information space is highlighted, in particular, a comprehensive study of forms and methods, the scientific and methodological foundations of the development of educational libraries as an important component of the educational environment, the experience of creating and using information resources. The foreign experience of libraries of educational institutions is reflected, in particular, the organization of digital libraries and collections in India, Germany, France, and African countries, the involvement of librarians in research processes, as well as the peculiarities of the positioning of libraries in the interactive space, the role of digital libraries in distance education and the process of e-learning. Borrowing foreign experience and its adaptation in the activities of educational libraries of Ukraine will contribute to the acceleration of integration into the European, world educational and scientific space and will generally ensure the elevation of the intellectual and spiritual potential of humanity.
