Abstract

I. Marchuk. State and public administration of development of the general education institution. – Manuscript. Dissertation for obtaining the scientific degree of PhD on specialty 011 "Educational and Pedagogical Sciences". SHEI "University of Education Management" of the National Academy of Education Sciences of Ukraine, Kyiv, 2023. Context The dissertation thesis deals with the theoretical and applied research of state and public administration of development of the general education institution. The thesis research substantiates the relevance of the studied phenomenon and conducts a thorough analysis of scientific sources and reveals the essence of the concept of "state and public administration of development of the general education institution". It has been determined that public administration in education is a type of interaction between state and public institutions which is aimed at harmonizing the state influence with the needs of society to ensure a high-quality and safe education environment. The research reveals the essence of state and public administration as a certain type of management which is based on a system of mutually coordinated actions of the state component (state authorities) and public component (public institutions – public associations). It has been proved that state and public administration in education is based on the interaction of state and public institutions which is aimed at harmonizing the state influence on the activity of the general education institution with the needs of society in order to ensure the integration development of the institution. On the basis of scientific works the basic definition of the research was formulated, namely: the essence of the state and public administration of the development of the general education institution defined as a process, continuing a certain period of time. It has both a beginning and an ending. It changes in space and time. This process has a two-pronged structure: state and public. Interaction of these components is based on professionalization in conditions of partnership and trust and ensures mutual coherence of actions between all participants: as public sector entities, and social structures and self-government within their powers. The international experience of state and public administration of development of general secondary education was analyzed. It has been determined that the essence of the mechanism of state and public administration in the sphere of general education is characterized by its multidimensional aspect, systematization, integrative character and variability. It is substantiated that such a mechanism is the basis of the author’s conceptual model. Since, in accordance with the normative documents the development of general secondary education has a linear dependence on the built internal system of ensuring the quality of education and on the effective management system established in the institution. Special attention is paid to issues of public accreditation of the general education institution. It has been determined that the internal quality assurance system is a set of conditions, certain procedures and measures that are carried out in the institution to ensure the effectiveness of education and managerial processes. It is education and managerial processes that influence the quality of the education applicants and the development of their key competencies. This taken together ensures the sustainable development of general education. Detailed mission of the internal quality system which can be considered as: improving the quality of provision of education services that will ensure the recognition of learning results and partnership of participants of the education process and will ensure the competitiveness of the education institution through the transparency of the institution’s activities and the prolonged processes of improvement as an education environment and the system of evaluation of applicants, pedagogical activity, management processes of education institution. The essence characteristics of the concepts of "quality of education"; "quality of education activity of general education institution" have been disclosed. It has been substantiated that the education activity of general education institution is realized through the education process. The components of the education process are education environment, pedagogical activity, system of evaluation of applicants for education, managerial activity of the manager. These components have a direct impact on the level of quality of education services provided by the general education institution. It is therefore necessary to influence them systematically in order to improve and improve them. Systemic influences on the components of the education process ensure their effective and efficient functioning which in turn contributes to the positive development of the general education institution. The most effective are those that are carried out during the interaction of actions of the state and social subsystems. This influence is the public accreditation of the general education institution. It is understood as measuring the effectiveness of the internal quality assurance system by assessing the institution itself in terms of its ability to ensure that applicants achieve such learning outcomes which are stipulated by the standards of education of the appropriate level and education programs developed in the institution itself. Public accreditation of the institution, according to the law occurs only at the request of the institution and on a voluntary basis. The purpose of public accreditation of a general education institution is to create and develop a positive image (reputation) of the institution on the basis of determining the quality of its education activity. The main haracteristics of the public accreditation of the general education institution are that in case of positive results the institution receives a certificate valid for five years and it is considered that the institution has passed a planned institutional audit on its basis. Previously issues relating to the evaluation of the quality of education and the quality of education activities were decided exclusively by State authorities in particular the State Service of Education Quality of Ukraine. Since January 2022, accredited professional associations (legal entities) have been able to carry out an institutional audit. It is possible to conduct an nstitutional audit. Public accreditation is carried out by public associations or other legal entities accredited by the State Service of Education Quality of Ukraine. The research describes the procedure of accreditation of public associations for independent assessment of quality of education and quality of education activity of a general education institution. The leading condition of such accreditation has been determined – development of the Public Accreditation Methodology. The methodology comprehensively reveals the procedure of independent evaluation itself. It is client-oriented and includes alternative approaches to the assessment of the quality of education and education activities of the general education institution but it takes into account the requirements of institutional audit. Public accreditation is an integral part of the developed author’s conceptual model of state and public administration of the development of the general education institution. The topicality of development and introduction of conceptual model of state and public administration of development of general education institution which is connected with the issue of provision of education losses and importance of the public in this process has been studied. The research describes a general modeling procedure: stages, goals and tasks. The purpose of modelling the model of state and public administration of development of the general education institution which is detailed to the task has been determined. It is disclosed that the structure of the model is conditioned by the need to solve the tasks and achieve the overall goals of its construction. The components of the model of the state public management of the development of the general education institution are described, namely: target; theoretical and content; process and technological and effective component. It is reasoned that the components of the model of the state and public management of the development of general education institutions provides for the definition and structuring of the process of interaction between State and public entities in order to harmonize requirements (requests) and decision-making for the further development of the institution. It is noted that the systemically forming in the model interaction of two subsystems: state and public. It has been substantiated that social environment is the leading factor of human development, it is considered as a set of indicators that influence both individual men and society as a whole. The essence of integration development of the general education institution where the trigger is public administration is disclosed. Namely, the integration development of the general education institution is a quantitative and qualitative transformation of the institution which takes place on a methodological basis with the interaction of the State and public component of the management system of the institution. As a result of these transformations the processes of mobility/adaptability of the education environment occur. In addition the quality of students' education activities and the activity of parents (as members of the public) are increasing because of the processes of developing the professional competence of teachers and managers. The research reveals characteristics of technology of introduction of the model of state and public administration of development of the general education institution. The essence of which is defined as follows: it is a systematic and phased activity with appropriate managerial influences of the state and public subsystems presented in the form of a collection, development and analysis of information on the state of education quality and the quality of education activity of the institution by conducting public accreditation and using specific tools "Management-mix" to ensure the integral development of the general education institution. The key in the technology of introduction of the model of state and public administration of development of the general education institution is the specific tools of "Management-mix". It has a specific set of structural components,among which a special tool has been developed for assessing the quality of education and the quality of education activities of general secondary education. This evaluation tool includes specially developed factor-criterion (qualimetric) submodels in the Excel spreadsheet processor for systematic monitoring of the quality of education and the quality of education activity of the general education institution. The dissertation research reveals the procedure and describes the instrumentarium of expert evaluation of the model of state and public administration of the development of the general education institution. The methodical recommendations on the usage of the model of state and public administration of the development of the general education institution have been developed and presented. The scientific novelty of the results is that: First developed: - theoretically substantiated and conducted an expert evaluation of the model of the state and public management of the development of general secondary education on the basis of the definition of methods and mechanisms of interaction between the State and public subsystems and its implementation, together with public accreditation of the education institution and the internal system quality and the use of specially developed qualimetric sub-models for systematic monitoring with ongoing self-regulation of the education process on a given result and technology of its implementation. The conceptual model reflects the interaction of the State and social subsystems in a social environment for the integral development of a general education institution and has such components as: target component; theoretical and substantive component; process and technology; performance; - the management tool "Management-mix" has been introduced into the scientific circulation, contributing to the competitiveness of the general education institution in the market of education services and ensuring the integration development of the institution; - a tool for assessing the quality of education and the quality of education activity of a general education institution: factor-criterion (qualimetric) submodels in the Excel spreadsheet processor for systematic monitoring. Specified: - the content of the main concepts of the study and are presented in the author’s interpretation: "state and public administration of the development of the general education institution", "education policy", "decentralization of education management", "state and public administration of education" and "school autonomization". - the essence of the structural components of the process of development of the internal system of quality assurance in general secondary education by developing and using a unique method of independent assessment of the quality of education and the quality of education activity of the institution. The following positions have been further developed: -the theory of management of the general education institution under conditions of uncertainty using mechanisms of public administration; - the procedure of independent assessment of the quality of education and the quality of education activity of the institution. Practical significance of the obtained research results consists in the development of: model of state and public administration of development of general education institution of secondary education; technology of its introduction into management practice; specific tools "Management-mix"; factor-criterion (qualimetrical) submodels in the Excel spreadsheet processor for systematic monitoring of the quality of education and the quality of education activity of the general education institution; methodical recommendations on the state and public administratuon of the development of a general education institution. The materials of the research can be used both in scientific research and in management activities by heads of general education institutions. In addition materials will be useful in postgraduate education to improve the skills of both teachers and civil servants
