Abstract

The article summarizes scientific achievements regarding the theoretical foundations of the institutional mechanism of state management in the system of higher education. Institutional aspects of state administration in the field of education are studied. Proposals regarding the transformation of the institutional mechanism of state administration in the sphere of education and science of Ukraine are substantiated. It was determined that both in the situation of voluntary and forced formation of the institutional mechanism, its participants need to know the main orientations of their activities within the framework of its functioning. In the first case, these guidelines are set by the central bodies of the executive power, and the participants are required, first of all, to have executive discipline, not creativity. Voluntary institutional mechanisms find benchmarks of their activity thanks to competition. However, in industries where both the role of state regulation and the great role of Williamson's "guiding structures" have increased, the specificity of public goods forces institutions to form the guidelines of the institutional mechanisms they create on their own. Despite stricter regulation than in the production of material goods and the significant role of state funding in the reproduction of these goods in the field of educational services, the institutional environment, especially in regional institutions, promotes increased competition. This, in turn, further stimulates the voluntary formation of guidelines by autonomous institutions within the framework of institutional mechanisms - otherwise, the state or supranational structures will begin to form goals. It was determined that the institutional support of state management in the system of higher education involves a set of components that reduce the transaction costs of cooperation and competition of higher education institutes, contribute to their adaptation to the limitations of the institutional environment and their transformation in order to increase the channels and sources of funding.
