Abstract

The research systematizes legislatively and scientifically based principles decentralization, democratization, regionalization, collegiality, transparency, openness, principles of local self-government as a conceptual basis for building the system state and public management of institutions of general secondary education on the basis subject partnership interaction in the conditions of self-government of communities.
