Abstract

The scientific-analytical report "Higher education of Ukraine in the conditions of martial law and post-war recovery: challenges and responses" analyzes the main problems facing higher education in the conditions of martial law and post-war recovery of Ukraine, in particular: the threat to the life and health of students of higher education and staff of higher education institutions; large-scale destruction and damage to infrastructure; forced relocation of institutions; the impact of the war on the contingent of higher education applicants and the composition of scientific and pedagogical workers; aggravation of the problem of ensuring equal access to quality higher education; difficulties in carrying out scientific and innovative activities; restrictions on the implementation of international cooperation; the problem of inconsistency of graduates' qualifications with labor market requirements; insufficient financing of higher education. In the search for answers to overcome the outlined challenges, key priorities for the development of higher education were proposed and recommendations were made regarding: ensuring equal access to quality higher education; improvement of teaching and learning; development of the research potential of higher education institutions in the conditions of open science; realization of social responsibility of higher education institutions; optimization of the network of higher education institutions of Ukraine; strengthening the internationalization of higher education; development of university autonomy; the use of artificial intelligence in higher education, further expansion of the contribution of the National Academy of Sciences of Ukraine to solving the problems of domestic higher education. It is addressed to state authorities, institutions of higher education, scientific organizations and institutions, representatives of the university community, and the public.
