Abstract

It is defined the essence of the phenomenon of public and private-based university governance and for the first time it was substantiated the concept of «public and private-based university governance in the context of ensuring the effectiveness of educational activity. The domestic experience of implementing public and private-based university governance in the context of ensuring the educational activities effectiveness was analyzed. The reasons for the insufficient level of implementation of public and private-based university governance are defined. Modern trends in the development of public and private-based university governance in the context of ensuring the educational activities effectiveness were identified. The experience of public and private-based governance of EU universities, which occupy leading positions in the Academic Ranking of World Universities (ARWU) was analyzed. The models of public and private-based university governance were substantiated based on the understanding of foreign experience and best practices. The functional peculiarities and legal support of the functioning of institutes of public and private-based governance within the studied universities were presented. The architecture of the multi-level public and private-based governance system were analyzed.
