Abstract

The question of the reason for the loss of leadership in the development and production of new technologies in the CIS began to rise sharply in the last decade. In part, this is due to the gradual understanding of the country's foreign policy management due to various "civilized" methods from the point of view of jurisprudence, on the one hand, and on the other the result of countless reforms and perestroika (M.S. Gorbachev), which never achieved the goal of improving the condition of the entire population of the country, but only contributed to the destruction of the economy, production and many others negative phenomena. Thus, in the light of the growing reforms, there is a need to look around, rethink the upcoming processes and think about whether we are stepping on the "rake" again. The purpose of the research in the article. To consecrate the key components of the CIS countries' restrictions on modern technologies as one of the goals of foreign policy management. Proposals of a possible conceptual way out of the crisis based on a dialogue of methodological culture.
