Abstract

It is shown that any sphere of human life, within society, is directly or indirectly related to politics as a process and result of the universal organization of the foundations of society and its regulation. It is emphasized that the political participation of citizens, the involvement of social groups in politics are conditioned by their desire to realize their socially significant interests. Political action or inaction, one or another level of political consciousness and activity is a kind of projection of political culture. This culture is mediated by certain meanings, meanings and motives, evaluative judgments about power, political institutions, elites, leaders, and so on. The core of political culture is the motivational-semantic, normative-value system, which is followed by the majority of citizens and which exists in the form of widespread and generally accepted behavioral models, fundamental political values ​​and ideals. The value bases of the political culture of the Ukrainian society are revealed. It is proved that the level of political culture of a society is largely determined by the system of values ​​that dominate it. That is why one of the most important principles and at the same time instruments of social reforms is a consolidating value paradigm acceptable to the vast majority of citizens. And the goal of every political regime is the desire to form a system of values ​​that will guide the general public. Value orientations are considered as a complex integrative motivational and semantic structure of the individual, which characterizes its integrity and direction and is reflected in the attitude to the world, to socio-political processes and phenomena, to other people, to himself. The concept of anomie and its causes are revealed. The cognitive factor of transformation of political culture is investigated. It is shown that the cognitive integrity of the dynamic system, which is political culture, is determined by the ability to transform information, facts, emotions into orderly knowledge about the world around us, about politics, forms attitudes towards it and serves as a basis for political consciousness. Electoral behavior as a reflection of political culture and situational factors is analyzed. The connection of behavior as an external observed act with its motivational and semantic bases is revealed, it is shown that political behavior is a whole combination of its motivational (political action motivation) and productive aspects.
