Abstract

The article considers and analyzes the process of making administrative decisions in public management as a condition for improving the activities of public authorities. The basic tendencies of the state development and formation of the corresponding administrative decisions which are inextricably linked with actual problems of the world development are determined. It is noted that only with the achievement of civil peace and accord, the signing of an appropriate pact of support for reforms between state authorities, local self-government, political parties and civil movements, it is possible that reforms in Ukraine will be successful. The focus is on every possible support for the development of sound scenarios and forecasts of events both within the country and on the international arena, on the basis of which the practical actions of the structure of the executive power will be built. The expediency of application of program-target management in the conditions of the limited economic possibilities of the state is determined, since successful and quick realization can help to create conditions for solving problems in other directions of activity of the state, in particular social, humanitarian and ecological. As a result of consideration of the steady approach to the formation of managerial decisions in the composition of the unified management process, a so-called model of rational decision-making is allocated, which in the most generalized form contains blocks: preparation for the development of managerial decisions; development of this decision and its adoption (approval). The political and value aspects of social life as the essential factors of influence on making administrative decisions in Ukraine are considered. The planning of the development goals as the most important task of management activity is determined by finding the optimal set of trajectories of the controlled system of motion (in the space of phase states of the development of social activity), oriented towards the achievement of certain long-term goals in the conditions of real resource constraints. The necessity to make decisions on the following developmental problems: economic, social, humanitarian, ecological, technological, etc., that are systematically arisen in the processes of public administration, is determined. The guidelines for the world level of development in making such decisions, which must ensure the cultural, educational, scientific, technological level of the country (industry, region, territory), its place and role in the processes of world development are indicated. The theoretical substantiation and development of scientific and practical recommendations for improving the directions of the development of the adoption of managerial decisions in the field of public administration.
