Abstract

The publication is devoted to the substantiation of the need to find the optimal model of spatial and territorial organization of the state, the establishment of effective interaction of all its administrative elements as an urgent problem of state formation. The importance of developing a balanced system of relations between central, regional and local authorities in Ukraine, taking into account modern foreign and domestic political influences on the processes of national self-determination, as well as preserving and strengthening the state as a political institution as a central element of society. The focus is on substantiating the methodologically important, according to the author, aspect of the problem of territorial organization and structuring of power through the distribution of powers between its various levels and interaction between them as a holistic system, as well as awareness of its (system) dynamism under the influence of structural changes and environment. its purposefulness and desire for self-organization and development. This approach allowed to distinguish the general features of the system of territorial and spatial organization of the state and administrative and legal regulation of public administration: integrity; structure; functionality; hierarchy; interconnection and interdependence of structural elements; desire for self-organization; sensitivity to environmental influences.
