Abstract

The article examines this form of public administration through information and communication technologies, as e-government, which today is a requirement of time in the context of the development of the information society in Ukraine. It is stated about the e-Government support program and the digital economy in Ukraine in 2020 by the Cabinet of Ministers of Ukraine and the European Union, i.e. digitalization. The national normative-legal framework on e-governance is analyzed, in particular concerning ensuring information security of the state. Organizational and legal mechanisms of the development of electronic format of State bodies activity, developed within the framework of e-governance in Ukraine till 2020, were considered. Including: Open data; Electronic services; Electronic identification; Electronic interaction; Formation of qualitative information policy; Integration into the EU's single digital market. Ukraine joining the unified information space and creation of the Central state Electronic Archives of Ukraine (TDEA of Ukraine). There are a number of international organizations that are currently engaged in the development of international standards and recommendations on procedures and rules of electronic document circulation: the Commission on Entrepreneurship, simplification of business practice and development within the framework of the UN Conference on Trade and Development, the United Nations Commission on International Trade and the Centre for the simplification of international trade procedures within the European Economic Commission; International Telecommunication Union, which is a specialized agency of telecommunication at the UN, International Electrotechnical Commission (IEC), International Organization for Standardization (ISO) and International Telecommunications Union (ITU). The main directives of the European Parliament and of the Council on electronic Identification and trust services for the purposes of electronic transactions in the domestic market are considered.
