Abstract
The development of decentralized management of the institution of general secondary education is primarily connected with the modern requirements of society to the quality of education, the challenges of the modern labor market, the strengthening of the connection with the ever changing and developing environment. An indicator of the decentralization of the education management system is the active cooperation and coordination of the activities of various institutions, each of which has a legally defined scope of autonomy, which is consistent with the relevant normative documents. One of the most difficult issues solved in the united territorial communities is the formation of a new educational system, the center of which is the reference educational institution.
