Abstract
We consider an open register of tasks and competencies as a tool required for efficient formation curriculum. Analyzes current trends and circumstances of higher education. Taken into account the recommendations of the conference UISGCON11. The concept of atomic zachachi. The concept of open registry algorithm and its application to osnonvnyh participants in educational and production processes. It is concluded that the proposed registry can be integrated with the appropriate registers by European and effectively applied in developing training programs. On the recommendation of the National team of experts on higher education reform program, the term competency rather than competence.
