Abstract
In recent years, Europe's educators have highlighted the direction of civic education as a priority in education. Education of a citizen of the state, of Europe and even of the Universe is an actual question of the present, which faces modern pedagogy. Among the European countries, the Netherlands, an active member of the Council of Europe, UN, UNESCO and in close cooperation with other European countries, takes part in the development of the theoretical and practical basis of the problem of educating a citizen. Teacher is the main person in the process of realizing the ideas of scientists in life practice. It is difficult to overestimate his role in the moral, social education of a schoolboy, since the teacher influences the formation of the views of students and their behavior, and thus corrects the process of forming a future citizen.
