Abstract
The problems of application and choice of ICT-based learning tools for learner competencies formation are enlightened. Certain aspects of competence-based approach application for quality assessment of educational software tools and resources are described. The main types of tools are determined. The classification of didactic requirements for electronic learning tools relatively to main types of learner competencies is presented.
