Abstract
The paper presents the concept through its disclosure policy in two ways: a) as a general natural historical process of social life as the state and its institutions (not just political), political relations, civil society institutions; b) as kotrolno-regulatory system that directs the life of society as a whole, the activities and relationships of social groups, strata, classes, nations, countries, humanity as a whole (prevention of global conflict, establishing civilized world order, etc.). It is noted that these two meanings policy interacts with the economy, morality, religion, and so on. E., Sometimes comes to the fore (revolution, war, radical reform) and directs this interaction. This role is due to the policy of three properties: versatility mechanisms, comprehensive nature, the ability to influence any practical aspects of society, state rights. It is proved that the destruction of ideology as rational design is fairly easy, but its mythological roots survive for centuries.
