Abstract

The presentation examines the concept of a national education system developed in Avgustyn Voloshyn’s work On School Law of the Future Ukrainian State (Prague, 1942). It outlines the historical circumstances surrounding the creation of the work and its significance for reconstructing the pedagogical views of Ukrainian educators in emigration. The presentation analyzes the concept of “school law” as a comprehensive normative project for organizing national education across all levels, from preschool education to university studies. It explores the principal foundations of Voloshyn’s educational concept, including moral and religious education, the national idea, decentralized educational governance, subsidiarity, community participation, and the combination of state and societal funding. The presentation also considers Voloshyn’s comparative approach to foreign education systems and critically examines the applicability of his ideas in light of contemporary principles of secularism, inclusivity, and human rights. Particular attention is paid to the analytical potential of decentralization and community participation in educational governance for contemporary debates on education. The presentation positions Voloshyn’s work as a significant landmark in Ukrainian pedagogical thought and a valuable source for studying the history of national education.
