Abstract
The guidelines titled "Organization of the Educational Process and Conduct of Large-Scale Educational and Scientific Events During Air Raid Alerts in the 2026–2027 Academic Year" were developed to ensure the safe, continuous, and accessible organization of the educational process at the Bila Tserkva Institute of Continuing Professional Education under martial law conditions. The guidelines systematize organizational approaches and action protocols for educational process participants in the event of an air threat during in-person and remote learning, as well as during large-scale educational and scientific events. They define principles for scenario-based planning, procedures for the rapid transition between in-person, blended, remote, and asynchronous formats of educational interaction, and requirements for digital readiness and backup communication channels. Particular attention is paid to organizing the safe movement of participants to shelters, continuing educational activities within shelters, arranging asynchronous work when synchronous interaction is impossible, and planning and conducting large-scale events while accounting for threat levels and shelter capacities. The practical utility of the guidelines is enhanced by appendices containing action protocols for Institute staff, response procedures for large-scale events, a checklist for the Institute’s readiness to maintain educational continuity, a safety plan template for events, and an information sheet for participants. These methodological guidelines may be used by the BINPO leadership, heads of structural units, academic and teaching staff, organizers of educational and scientific events, and other Institute employees to plan and practically organize educational activities amidst a changing security situation.
