Abstract

Krylov M.S. Instruments of Public Regulation of the Wastewater Sector in Ukraine. – On the rights of manuscript. Dissertation to achieve the scientific level of Doctor of Philosophy for a specialty 281 – Public management and administration. – State institution of higher education “University of Education Management”, Kyiv, 2026. Annotation content The dissertation is devoted to the substantiation of theoretical provisions and practical recommendations for improving the instruments of public regulation of the wastewater sector in Ukraine. The doctoral research was initiated in 2021, prior to the full-scale invasion, and initially focused on the instruments for transitioning to a Circular Economy model, where wastewater management was viewed as a resource hub for energy generation and resource recovery in accordance with the UN Sustainable Development Goals. During the war, the focus of the study shifted toward the issues of survival and functional autonomy of the wastewater system. The priority moved from "process optimization" to "ensuring the physical and operational resilience of the system." During this period, the concept of non-linearity of the organizational and economic mechanism was developed, allowing the wastewater system to promptly transition from a centralized to a decentralized (mobile) operational mode. Special attention is paid to the transformation of the conceptual foundations of public regulation: the transition from a linear model of sustainable development to a model of strategic adaptability is substantiated. It is proved that under the conditions of military challenges, the effectiveness of regulation is determined not only by economic indicators but also by the mechanism's ability to legalize non-standard managerial decisions (deployment of mobile systems, accreditation of autonomous operators), which is critical for ensuring sanitary security and the survival of communities. The object of the dissertation research is social relations that arise in the process of public regulation of the functioning and development of the wastewater sector in Ukraine. The subject of the dissertation research is the instruments of public regulation of the wastewater sector in Ukraine. The purpose of the dissertation research is the theoretical and methodological substantiation of approaches and the development of practical proposals for public authorities to improve the tools of public regulation of the wastewater sector in Ukraine, taking into account the conditions of martial law. The dissertation reveals the essence of public regulation of the wastewater sector and its core concepts. A system of principles for public regulation of the wastewater sector is proposed, consisting of general and special principles. The special principles include: fair and equal access to sanitation services; ecosystem protection and environmental responsibility; justification of wastewater tariffs and financial transparency; precautionary measures for the protection of surface water, groundwater, and sources; licensing of activities; recognition of urban wastewater facilities as high-risk objects alongside energy, gas, and heat supply systems; and technological integrity (continuity of networks and facilities). The evolution of public regulation in wastewater management has been studied, allowing for the identification of the transition from the Soviet "resource-operational" model to the modern "service-oriented" one. A typology of public regulation instruments has been developed and substantiated, grouped by the content of public management mechanisms: administrative, regulatory-legal, economic, environmental, social, political, informational, digital, and technical. It is proved that the effectiveness of public management mechanisms depends on the balance between strict state control (over safety and ecology) and stimulating methods (to attract investment). The study identifies a key contemporary challenge – the "institutional gap", which is the mismatch between outdated regulatory instruments and the needs for energy-efficient modernization and recovery of destroyed infrastructure. Economic and environmental instruments of public regulation in Ukraine are analyzed, their problematic issues are identified, and solutions are proposed. Effective directions for the public regulation of decentralized wastewater systems are suggested. Foreign experience in the public regulation of the wastewater sector is examined. An adaptive five-vector model of public regulation (tariff, digital, institutional, stimulating, and public vectors) has been developed, incorporating built-in anti-corruption safeguards and ensuring system resilience to external factors. Strategic priorities and tasks for increasing the efficiency of public regulation of the wastewater sector in Ukraine are defined. The practical significance of the results lies in the possibility of using the developed algorithm for implementing the organizational-economic mechanism by local self-government bodies to ensure the sanitary and environmental safety of communities.
