Levytskyy, D. M. Mechanisms of Public Management in Resolving Abandoned Housing Issues in Ukraine. – Qualifying scientific work as a manuscript. Dissertation for the degree of Doctor of Philosophy, specialty 281 – Public Management and Administration. – State Higher Education Institution "University of Educational Management", Kyiv, 2026. Annotation content The dissertation solves a pressing scientific problem that consists in obtaining new scientifically substantiated results in the field of knowledge 28 "Public Management and Administration" regarding the improvement of public management mechanisms for resolving abandoned housing issues in Ukraine, taking into account the latest theoretical and methodological approaches and global trends in dealing with abandoned housing, adapted to domestic conditions, with the aim of improving the efficiency of housing stock use and meeting the housing needs of citizens. The scientific novelty of the results obtained consists in new scientifically substantiated findings that resolve a specific scientific problem – the improvement of public management mechanisms for resolving abandoned housing issues in Ukraine, taking into account the latest theoretical and methodological approaches and global trends in dealing with abandoned housing, adapted to domestic conditions. The most significant scientific results of the dissertation are as follows: for the first time: a methodological approach has been developed for determining the substantive components of public management mechanisms in the sphere of abandoned housing, encompassing three stages: the first stage – determination of the set of public management mechanisms in the sphere of abandoned housing and analysis of their correspondence to the interrelated specific goals of public management in the sphere of abandoned housing (prevention of abandoned housing emergence – identification of abandoned housing – change of abandoned housing status); the second stage – preliminary identification of the substantive components of each public management mechanism in the sphere of abandoned housing; the third stage – analysis of correspondence and refinement of the substantive components of the identified mechanisms in accordance with the following cross-cutting criteria: 1) a normatively defined concept of abandoned housing; 2) powers and institutional capacity for identifying abandoned housing, taking urgent measures for its preservation, transferring it into the communal ownership of the territorial community, and disposing of the transferred housing in accordance with the needs and priorities of the community; an approach to the identification of abandoned housing in Ukraine has been proposed, based on the integration of data from state registers and information systems of housing and utility service providers, and on the application of a three-tier indicator system (universal indicators of property problematicity – specialised classification indicators – specific indicators of abandoned housing), which enables local self-government bodies to ensure proactive monitoring of the housing stock and clear practical differentiation of abandoned housing from other problematic property; a model of spatial consolidation of the housing stock using abandoned housing has been developed, intended for territorial communities of Ukraine with significant demographic changes and the presence of abandoned housing; its essence consists in the combination of spatial instruments (delineation of priority and non-priority zones), institutional instruments (establishment of specialised agencies), and financial-economic instruments (revolving financing) into a unified system for the purpose of effective utilisation of the existing housing stock under conditions of resource constraints; improved: the general algorithm for organising public management activity in the sphere of abandoned housing, which, unlike situational response, defines the following sequential steps: 1) identification of abandoned housing; 2) implementation of organisational-legal measures; 3) disposal of housing acquired into public ownership; the algorithm has been developed drawing on the latest international experience and enables the delineation of functions between local self-government bodies, state authorities, and civil society institutions; the typology of the principal categories of abandoned housing owners in Ukraine, which, unlike typologies based on demographic and economic criteria that are limited to recording population movement or real estate market dynamics, is grounded in the criterion of motivational patterns of abandoned housing owners, namely: 1) individuals who left Ukraine as a result of the full-scale invasion or labour migration; 2) internally displaced persons and other citizens who changed their place of residence within the country; 3) owners who ceased actual use of housing prior to the full-scale invasion; 4) developers with unsold apartments; the practical value of this typology consists in the fact that it facilitates the identification of the most effective differentiated approaches to working with each category of abandoned housing owners; further developed: the conceptual and terminological apparatus of the field of knowledge of public management and administration, namely the content of the concept of "abandoned housing – a residential building, apartment, or other residential premises designated and suitable for permanent habitation, which have an owner who, on the one hand, does not renounce the right of ownership, and on the other hand, does not exercise proper maintenance thereof, does not use them personally, and has not transferred them for use to other persons" has been elaborated, which, in contrast to related concepts ("vacant housing", "improperly maintained housing", "escheat inheritance", "ownerless property"), is characterised by a set of interrelated features: the existence of a housing owner, non-use of housing for its intended purpose, and evasion of its maintenance; the concepts of the mechanisms, which, unlike existing concepts, are adapted to the issues of abandoned housing, in particular: "the organisational-legal mechanism of public management in the sphere of abandoned housing is a system that includes a plurality of public management entities endowed with powers, tasks and instruments of influence in the housing sphere in general and in the sphere of abandoned housing in particular, regulatory legal acts concerning housing construction, ownership, use and disposal of housing, and the rights and obligations of housing owners and users"; "the institutional mechanism for resolving abandoned housing issues at the local level is a system that includes public authority bodies, specially designated (established) institutions, and other institutions whose purpose of activity is to resolve the problem of abandoned housing and its preventive avoidance, as well as formal (legal) and informal relations (business customs, ethical norms, established practices), goals, rules and principles of their activity regarding interaction with housing owners, members of the territorial community, business entities, etc."; "the financial-economic mechanism for resolving abandoned housing issues at the local level is a system of institutions, financial and economic methods, mechanisms of regulatory legal regulation, and information and analytical support, by means of which the territorial community carries out the mobilisation, use and return of financial resources for the prevention of housing abandonment, the return of abandoned housing to use for its intended purpose, as well as the elimination of the negative impact that abandoned housing has on the community".
