Abstract
Samoliuk O. V. Mechanisms of State Regulation of Housing Construction Development in Ukraine. Qualifying scientific work submitted as a manuscript. Dissertation for obtaining the degree of Doctor of Philosophy in Specialty 281 – Public Administration and Administration. – State Higher Educational Institution “University of Educational Management” of the National Academy of Educational Sciences of Ukraine, Kyiv, 2026. Annotation content The dissertation solves an urgent scientific task consisting in obtaining new scientifically substantiated results in the field of knowledge 28 “Public Administration and Management” concerning the improvement of mechanisms of state regulation of housing construction development in Ukraine based on modern theoretical and methodological approaches, European standards, and global trends in housing construction, aimed at ensuring housing affordability, developing the rental housing sector, and implementing financial and credit mechanisms as key instruments of state housing policy. The scientific novelty of the obtained results lies in obtaining new scientifically substantiated results that solve a specific scientific task – improving the mechanisms of state regulation of housing construction development in Ukraine, taking into account modern theoretical and methodological approaches, European standards, and current global trends in the regulation of housing construction development. The most significant scientific results of the dissertation are as follows: For the first time: - a conceptual model of systemic state regulation of housing construction has been developed, which includes the following interrelated elements: “external and internal conditions – subjects – resources – mechanisms – results – effects – feedback.” This model forms the methodological basis for the modernization of the state housing policy of Ukraine, ensuring its adaptability, effectiveness, and orientation toward achieving socio-economic effects in the context of post-war recovery and sustainable development; - an approach to the practical implementation of the principles of state regulation of housing construction in Ukraine (transparency; equality; social orientation; cyclicality; safety and quality; sustainability and energy efficiency; inclusiveness) has been developed, represented by a complex of interrelated substantiated forms and implementation tools, as well as expected socio-economic effects corresponding to each principle; Improved: - the model of a conceptual approach to the implementation of mechanisms for improving state regulation in the field of housing construction, covering substantive characteristics, instruments, methods, and expected results from the implementation of a complex of mechanisms (regulatory and legal, organizational, financial, institutional, and socio-stimulating). Unlike existing approaches, this model enables the interpretation of state intervention in the housing construction sector as a multidimensional system, ensures comprehensiveness and consistency of regulation, creates conditions for combining social and economic goals, harmonizing national mechanisms with European practices, and increasing the resilience of the housing sector to external and internal risks; - theoretical provisions concerning the definition of the role of the state as a coordinator in the field of housing construction, ensuring multilevel interaction among public authorities, developers, financial institutions, and citizens. In contrast to the traditional vertical approach to regulation, a shift in focus toward establishing partnership-based vertical-horizontal relations is proposed as potentially the most effective according to foreign experience; - the conceptual substantiation of the role of communal infrastructure as a system-forming factor in the development of housing construction, which, unlike existing approaches, determines not only the technical conditions of development but also the economic, social, and spatial parameters of the functioning of the housing sector; - theoretical provisions substantiating the relationship between the development of engineering and communal infrastructure and the parameters of housing construction, particularly its cost, affordability, and investment attractiveness of territories. A distinctive feature of this relationship is its objective nature and the necessity of considering it when determining integrated mechanisms of state regulation of housing construction; Further developed: - the conceptual and terminological framework of the field of public administration and management, namely the concepts of “state regulation of housing construction,” which, unlike existing definitions, is based on a systemic-situational approach and is proposed to be considered as “a system of principles, forms, as well as a complex of legal, economic, and organizational influences (measures, levers, incentives, tools, mechanisms, etc.) aimed at achieving the strategic and current goals of the state regarding ensuring housing affordability, restoration and reconstruction of housing as a result of military actions, ensuring social stability, and sustainable territorial development”; and “mechanisms of state regulation of housing construction,” which, unlike existing definitions, are formulated taking into account an integrated approach and are proposed to be considered as “integrated systems of regulatory and legal, economic-financial, organizational-managerial, and socioinstitutional forms, instruments, means, levers, incentives, and measures aimed at ensuring sustainable development of the housing sector, harmonizing the interests of the state, state investment partners, business, and the population, as well as guaranteeing social justice in access to housing and fulfillment of the state’s obligations in the housing sphere”; - the typology of foreign models of state regulation of housing construction, which, unlike existing typologies, takes into account current trends and enables an inte housing sector, particularly distinguishing: fund-credit models (Slovakia, the Czech Republic, Poland), centralized-institutional models (Romania), and program-project models (Bulgaria, the United States); - modern approaches to the application of financial instruments in state regulation of housing construction in foreign countries, particularly identifying the advantages of transitioning from direct budget subsidies to revolving financial mechanisms (funds, preferential lending, guarantees) and strengthening the role of local governance. Unlike existing approaches, this approach is based on the generalization of the experience of many countries and may be applied in Ukraine; - the typology of mechanisms of state regulation of housing construction, which, unlike approaches established in scientific literature (limited to regulatorylegal, financial-economic, and administrative instruments), includes innovativedigital and urban-spatial mechanisms that ensure the integration of digitalization and spatial planning into the system of public administration of housing construction; - methodological approaches to evaluating the effectiveness of state regulation of housing construction, particularly through the development of an evaluation matrix which, unlike existing qualitative or fragmented assessments, ensures the combination of instruments, results (outputs), effects (outcomes/impact), and managerial influence, enabling a comprehensive analysis of the effectiveness of state policy.
