Abstract
The paper examines the concept of personalized learning in international policy documents and educational strategies. The approaches of UNESCO, the OECD, and the European Union to the development of personalized, flexible, and learner-centered education are analyzed. It is shown that, in international educational discourse, personalization is associated with addressing students’ individual needs, abilities, and interests, developing student agency, designing individual educational trajectories, and using digital technologies. Particular attention is paid to the provisions of Education 2030, the OECD Learning Compass 2030, and the Digital Education Action Plan 2021–2027 as key frameworks shaping contemporary approaches to personalized education. The Ukrainian context is also considered, where personalization is implemented through the principles of child-centered education, partnership pedagogy, and individual educational trajectories. It is concluded that personalized learning has evolved into an important component of international educational strategies and represents a promising approach to improving the quality, accessibility, and equity of education.
