Abstract
he article examines students’ individual educational needs as a conceptual foundation for personalized learning. It substantiates a broad interpretation of individual educational needs that extends beyond special support needs and encompasses each learner’s unique combination of abilities, motivation, prior experience, educational context, and learning goals. Individual educational needs are defined as a dynamic system of a learner’s requirements for the content, conditions, and methods of learning necessary for the fullest realization of their potential. The study systematizes the structure of individual educational needs and identifies six interrelated components: cognitive-content, motivational-value, emotional-volitional, regulatory-metacognitive, social-communicative, and environmental-organizational. Theoretical indicators of these components are outlined as a basis for their subsequent operationalization through observation, surveys, and analysis of learning activities. Four levels of manifestation of individual educational needs are distinguished: declarative, behavioral, outcomes-based, and contextual. The proposed framework provides a theoretical basis for developing assessment criteria, learner typologies, and a personalized learning model and supports a flexible, learner-centered approach to education.
