Abstract
The article presents a review of international and national approaches to identifying students’ individual educational needs (IEN) as a prerequisite for personalized learning in the context of digital transformation in education. Based on a scoping review of international policy documents (UNESCO, OECD, EU) as well as Ukrainian regulatory documents and methodological materials, a classification of diagnostic practices is systematized across five dimensions: psychological, pedagogical, analytics-oriented, digital-technological, and normative-framework. It is shown that contemporary digital education policies consider technologies not only as tools for access to learning, but also as environments for supporting assessment and personalization based on data, with due regard to ethical and legal requirements. In the national context, a key role in diagnostics is played by the individual educational trajectory as a basis for applying assessment results, as well as by the activities of Inclusive Resource Centers, which provide comprehensive assessment of students’ educational needs. The components of IEN, their indicators, and diagnostic tools are systematized as a foundation for further development of a diagnostic model and a typology of learners.
