Abstract

The modern world is characterized by an unprecedented level of threats to those involved in the educational process. Armed conflicts, terrorist attacks, school shootings, natural and man-made disasters, cyber threats, and psychological violence have become systemic challenges that directly affect educational institutions. According to data from GCPEA and TRACE, from 2020 to 2023, more than 11,000 attacks on educational institutions and instances of schools and universities being used for military purposes were recorded, resulting in more than 19,000 students and teachers being affected in over 95 countries. On average, there were more than seven attacks on educational institutions or instances of their use for military purposes every day. Today’s demands necessitate viewing a culture of safety as a new educational value—a fundamental component of quality education that involves the purposeful development of safe behavior, psychological resilience, and the ability to respond effectively to emergencies among children, educators, and administrators. The challenge of creating a safe educational environment is particularly acute in preschool and general secondary education institutions, where the most vulnerable groups of students are enrolled.
