Abstract

The purpose of this article is to conduct a comprehensive analysis of the dynamics of normativelegal and strategic support for the integration of Ukraine’s scientific and educational space into the European Research Area during 2021–2026; to identify key achievements and challenges on this path (based on reports from the European Commission), as well as to determine priority areas for the transformation of domestic science by 2027. Research methods involve a comparative analysis of the provisions of national strategic documents (Roadmaps 2021, 2023, and 2025) with the requirements and main provisions of the European Research Area (ERA Policy Agenda), as well as an assessment of Ukraine’s positions within the European Innovation Space. Results. It has been proven that during 2021–2025, approaches to Ukraine’s integration into the European Research Area changed. The 2021 basic plan (Order of the Cabinet of Ministers of Ukraine No. 119-r), which had a sectoral reform nature, became a practical tool for structural reorganisation under the influence of Ukraine’s accession to the EU and the adoption of the European Research Area (ERA) Policy Agenda. It has been determined that the updated 2023 Roadmap (Orders of the Ministry of Education and Science No. 1501 and No. 1732) is based on a results-oriented management methodology, transforming it from a declarative document into a step-by-step action algorithm. Conclusions. The war has a destructive impact on science in Ukraine, reshaping its foundations and global connections. At the same time, it has become a catalyst for extraordinary resilience and rapid integration into the European space. About 25% of Ukrainian researchers have gone abroad (mostly women), creating a risk of long-term «brain drain». Additionally, many scientists have become internally displaced persons, severing their ties with their home institutions. A significant portion of scientists and graduate students are defending the country in the ranks of the Armed Forces of Ukraine, halting their professional activities.
